IAF Wing Commander will be released – Flash News

Indian Air Force (IAF) Wing Commander Abhinandan Varthaman, who is currently being held captive by Pakistan, will be released tomorrow. 

The announcement was made by Pakistan Prime Minister Imran Khan.

“In our desire of peace, I announce that tomorrow, and as a first step to open negotiations, Pakistan will be releasing the IAF Wing commander in our custody,” Pakistan Prime Minister Imran Khan.

Meanwhile, the Ministry of Information and Technology (IT) has asked YouTube to remove 11 video links pertaining to IAF Wing Commander Abhinandan Varthaman, who was captured by Pakistan during an air combat yesterday, PTI has quoted sources as saying.

The ministry had asked YouTube to remove the clips following directive from the Home Ministry, a government source said, adding that the said links have now been removed. 

Group Captain Kambampati Nachiketa, the first and only Prisoner of War of the 1999 Kargil war, told  that he is sure that IAF Wing Commander Abhinandan Varthaman will be released

Train seat status now can be viewed while booking online.  Railway passengers will now have the opportunity to see the status of  seats while booking the train.

Railways in India :

Indian Railways (IR) is country’s national railway system operated by the Ministry of Railways.   It manages the 4th largest railway network in the world by size, with 121,407 kilometres (75,439 mi) of total track over a 67,368-kilometre (41,861 mi) route.  49% of the routes are electrified with 25KV AC electric traction while 33% of them are double or multi-tracked.

Railway Journey – Train seat status :

Travel is fun and when it comes to train travel, the bypaths and un-trodden depths of wilderness and travel explorations are great experience.

With over 24 million passengers traveling and commuting daily by train, Railways aims to serve its passengers with inclusive and comprehensive information that helps those making informed decisions, thus simplifying their train travels.

Indian railway – train seat status :

The Indian Railways on 27th February announced the user friendly feature to the passengers. The feature will display train coaches and berth accommodation status on their website IRCTC.

The display includes the seating layout in various colours to distinguish the booked seats, the vacant seats and the partially booked seats.

Train seat status incorporation :

The Railway department in the country has incorporated the coach layout of 9 classes and more than 120 various coach layouts. 

These will display class-wise and coach-wise berth availability status as per the First chart of the train. 

The First chart is prepared by the railways 4 hours prior to the train departure.

According to the Railway Minister Piyush Goyal reservation charts will be available for public viewing on the internet.

The feature of Train seat status is available in the mobile version as well as in the railways web.

ACB raid – RTO Rajajinagar

ACB raid was conducted at Rajajinagar, Bengaluru RTO office and the officials seized Rs. 8.72 lakhs.

A complaint was received about middlemen operating at RTO, Rajajinagar.  ACB Bengaluru city unit conduced searches at RTO office and adjoining shops.

The ACB seized Rs.872681.00 in cash from shops and office which had no proper explanation.  The officials seized 8 seals, 1026 smart cards, 1523 DL Smart cards, 19 F.C.cards.

A Sum of Rs.7.31 lakhs  wchich is claimed to be officially collected is been recovered. 

17 private persons were arrested last night.

The investigation is on.

Surgical strike 2 – impact is carrying on.  India claims to have shot down Pakistani F-16 Fighter jet.  Pakistan military claims to have arrested Indian Pilot after shooting down 2 IAF aircraft.

Pakistan troops shell URI – Surgical strike 2 :

Pakistani troops on 27th February, after the surgical strike 2 from Indian side,  intensely shelled Indian posts in Uri Sector of Jammu and Kashmir according to officials.  The shelling comes a day after the IAF carried out air strikes on Jaish-e-Mohammad terror camps inside Pakistan.

Pakistani Army fired mortar shells towards Indian posts in the early hours on 27th February according to  police officials  There were no reports of any casualties so far.

The official said the Indian Army retaliated to the Pakistani action in an equal measure. The exchange of fire across the LoC in Uri sector continued for some time.

Surgical strike 2 – China’s reaction :

Reacting to India’s airstrikes, China called for restraint between India and Pakistan following India’s airstrikes against terrorist targets in Pakistan.  China urged Indian government  to carry out its fight against terrorism through international cooperation.

Asked for China’s response to India’s airstrikes on terrorist camps in Pakistan, Chinese Foreign Ministry spokesman Lu Kang told media that “we have taken note of relevant reports.”

“I want to say that India and Pakistan are both important countries in South Asia. A sound relationship and cooperation between the two serves the interests of both the countries and peace and stability in South Asia,” he said. 

Pakistan  air space violation after surgical strike 2:

On 27th February after India’s surgical strike 2,  Pakistani jets violated Indian air space.  They entered border areas of Nowshera sector in Jammu and Kashmir’s Rajouri district according to reports. But they  were pushed back by Indian aircraft. 

“The jets entered into Indian air space over Nowshera sector this morning,” the officials said. They were immediately pushed back by Indian jets on air patrol.

Flights suspended after surgical strike 2:

All civilian flight activity at Jammu and Kashmir and Punjab airports suspended until further notice. 

International flights in Indian and Pakistani airspace have also been hit. Some flights returning to origin, while others appear to be seeking alternate routing, shows an air tracker.

Leh Airport

Airports closed :

The government has shut down the Srinagar, Jammu, Leh and Pathankot airports for civilian flights. All civilian air traffic towards Srinagar has been suspended.

The other airports which are closed are Amritsar, Shimla, Kangra, Kullu Manali, Pithoragarh.

The move to close the airports comes amid escalation of tension between India and Pakistan after Surgical Strike 2 on terror bases in Pakistan.

In Srinagar, an official of the Airports Authority of India told PTD, “The civilian air traffic has been suspended temporarily in view of the emergency”.

PAF jet down- surgical strike 2 results :

PAF fighters dropped bombs at Nadian, Laam Jhangar, Kerri in Rajouri district and Hamirpur area of Bhimber Galli in Poonch, around 10.00 am today.  “Indian jets can still be seen flying in the area. Local residents say one Pakistani jet was seen in flames across Line of Control, headed towards Laam valley,” say police sources in Rajouri.

According to Pakistani media,  Peshawar’s Bacha Khan International Airport has temporarily been closed for commercial flights. The airport will instead be used for military purposes, Karachi-based Dawn news organisation said quoting officials. It further stated that a red alert has been issued.

Coalition government seat sharing is doing rounds in Karnataka.  JD(S) asks for 12 seats and the congress sites on winnability criteria. 

JD(S) supremo Deve Gowda and Congess president Rahul Gandhi will take a final call on seat-sharing.

Winnability criteria – Coalition government :

Karnataka’s ruling coalition government partners, the Congress and the JD(S), began the first round of discussions on seat-sharing for the upcoming General elections 2019 in Karnataka.

The two allies, who had formed the coalition government after striking a post-poll alliance threw up a hung verdict, have decided to fight the parliamentary polls together under a coalition arrangement.

According to KPCC President Dinesh Gundurao, “we have discussed all 28 Lok Sabha seats.  It has been decided based pm the winnability of the candidates”.

Seat sharing by coalition government :

Seat-sharing is likely to be a major test for coalition government parties.  The JD(S) is banking on two-third, one-third formula was adopted in ministry formation and allocation of boards and corporations.  JD(S)  has demanded 10 to 12 seats out of the total 28.

The Congress is opposed to this, maintaining that sharing of seats will be based on “merit”.

There is pressure from within the Congress not to surrender too many seats to JD(S). The party workers does not want to give the ten seats where the party has sitting MPs.

Sharing of seats for coalition government for old Mysuru region is expected to be an acid test for both the parties. The JD(S) considers it as its bastion  and the Congress has its sitting members from most of the seats there.

JD(S) vs. Congress – coalition government seat sharing:

The Vokkaliga centered region of  Mandya will be another bone of contention between the coalition government partners as JD(S) plans to field Kumaraswamy’ ‘s son Nikhil from the seat that it currently holds.

The congress is getting pressure within the party to field Smt. Sumalatha Ambareesh, wife of late actor-turned-politician M.H. Ambareesh from there.

JD(S) supremo announced Madhu Bangarappa’s name as his party’s candidate from Shimoga Lok Sabha Constituency.  He is the first candidate announced by the coalition partners.

The Shimoga Lok Sabha set is presently held by B.Y.Raghavendra, son of B.S.Yeddyurappa.

The grand old party of Congress is under pressure from its party workers not to surrender the seats to the JD(S).

Government services – doorstep – Bengaluru

Government services at your doorstep  will be a reality very soon.  This is in line with the model adopted at New Delhi.

Citizens of Bengaluru does not have to sweat out from running from pillar to post to get the work related to government services done.

The government is planning to implement door step delivery of many government services.

Services offered under Government services :

The services offered by the government includes caste certificates, income certificates, senior citizen cards, residential certificate, caste-cum-income certificate and health cards, driver’s licence, death and birth certificates.

The e-governance department of Government of Karnataka is planning to launch a pilot project next week.  The Government services was announced in the Budget by the Chief Minister H.D.Kumaraswamy.

The pilot project will be launched at Mahalakshmi Layout constituency.  Once the pilot project is completed, the entire State of Karnataka will be covered in different phases.

Seva Sindhu – Government services :

The e-governance department of Government of Karnataka is leveraging Sevasindhu.  Seva sindhu is an integrated portal, a one-stop shop to provide government services to citizens.

Seva sindhu covers 86 services from 18 of the total 54 departments but citizens will have to go to offices concerned.

Government services – How it works ? :

It is a web based service where a citizen contacts the call centre to inform them about the services required.  The caller will be informed about the documents needed. 

After fixing an appointment with the citizen, the ‘Seva Sindhu’ will be sending a ‘mobile assistant‘ to the caller’s residence.

The assistant will be equipped with a tablet to upload the application along with the require documents on the portal.

The next step will be where the department will process the application and the assistant will deliver the require documents.

Government services – 2nd state in the country :

After New Delhi, Karnataka is the 2nd state to offer door delivery of government services.  The Karnataka model will be more advanced.

This scheme if implemented will generate around 4500 jobs.  The ‘Sevasindhu’ is planning to hire atleast 4500 mobile assistants.

A  service fee of Rs.110 will be charged by the mobile assistants for each successful application submission.  An e-receipt will be issued for fees and facilitation fee.  The application is electronically transferred to department concerned.

Sub-urban rail gets Rs.6700 crore push from government during Lok Sabha 2019 poll year.

The Central government of India has announced biggest concession towards the coalition led government in Karnataka.  Land worth Rs. 6700 crore was given virtually free for the suburban rail project.

The Rail minister announced that the project will be ready within six years from the date of commissioning.

More than 9 lakh people are estimated to use the sub-urban rail in the city by 2025 every day. The study was conducted by the Rail India Technical and Economic service.

Sub-urban rail project at Bengluru :

Commuter rail also called suburban rail is a passenger rail transport service that primarily operates between a city centre and middle to outer suburbs. 

This may be beyond 15 km (10 miles) and commuter towns or other locations that draw large numbers of commuters—people who travel on a daily basis.

In a joint press conference alongside Chief Minister Kumaraswamy, Piyush Goyal said the long awaited sub-urban rail network which connects 82 stations spread over 160 km costing Rs.23,000 crore will be completed in six years.

Sub-urban rail – Piyush chawla:

Indian Railway minister Piyush Chawla announced this surprise after he had a meeting with Chief Minister H.D. Kumaraswamy.

Previously the Railway Board had rejected the State Governments condition that the railway land be given to the state on lease at a cost  of Re.1  per acre for sub-urban rail project. 

The state officials had said that the railway officials had agreed for the land lease previously at a nominal rate of Re.1/- per acre.

The Railway Minister’s gesture will give a positive image to the BJP party after the audio-gate scandal in the State.    The Railway Ministry is sharing half of the cost of sub-urban rail project and also providing land free of cost. 

Areas covered by Sub-urban rail :

The 160 km of rail tracks will primarily cover four corridors :

  1.  Kengeri – Benglauru cantonment – Whitefiled route
  2. Bengaluru City – Yelahanka – Rajankunti
  3. Nelamangala – Mathikere – Biyyappanahalli
  4. Heelalige – Yelahanka – Devanahalli near the airport.

Mirage drops 1000 Kg. bombs – India destroys JeM bases

Mirage strike took place early in the morning.  The air strike took place at pre-dawn 3.30 am.  12  numbers of Mirage 2000 aircraft dropped bombs on terrorist camps across the Line of Control. The strike lasted 21 minutes.

Highlights – attack :

  • Terror launch pads in Chakothi, Muaffarabad and Balakot are said  to be destroyed
  • Control rooms of Jaish-e-Mohammed destroyed
  • 12 days after Pulwama terror attack – Air-strike takes place.
  • Alpha 3 control rooms destroyed

Pakistan’s reaction on Mirage attack :

Earlier on 26th morning morning, Pakistan military spokesperson Major General Asif Ghafoor alleged that the Indian Air Force violated the Line of Control.

Ghafoor tweeted that that the Indian aircraft intruded into Pakistan from the Muzafarabad sector and dropped payloads in Balakot sector.

However, he claimed that no casualties and damages were reported in the attack in Pakistan-occupied Kashmir.

Results of Mirage air strike :

The entire act is recorded on Mirage pods.  A Pakistan drone was shot down in Kutch border at 6.30 am.

The administration and police have been put on high alert in Punjab near border areas.  According to news reports 200 to 300 terrorists are killed in the Mirage air strike.

High alert is on villages in the border areas.  The IAF used laser guided bombs.  Israeil AWAC’s watch on Pakistan bases. 

 India is anticipating Pakistan retaliation.  

Lieutenant Governor Kiran Bedi has called the airstrike by the Indian Air Force as a strike for peace and respect for life.

Bandipur forest is blazing.  Huge areas are lost in Kundakere, Bandipur, GS Betta ranges in the forest fire.  The fire has destroyed 3000 hectares of forest  in Bandipur Tiger reserve.

Event though the forest fire has burnt forest spread across four hillocks in three ranges, the worst being affected is Gopala Swamy Betta.  According to NASA of the 80 plus fire sports, a majority we seen in the Gopala Swamy Betta range. 

Fire at Tiger reserve – Bandipur:

A major wild forest fire has destroyed around 3000 hectares of forest reserve to ashes.  The Fire brigade personnel, forest guards along with volunteers are trying to douse the raging flames inside the tiger reserve.

The fire is spreading fast into other ranges.  The fire initially started in the Kundakere range of the reserves.  It was dismissed as a stray case but became a roaring fire. 

The forests which burnt down in the fire includes Gopalaswamy Betta ranges and part of the Kullana Betta areas of Bandipur covering a length of about 20 km.

Impact of Bandipur forest fire :

Due to the intensity of the fire, the  Bandipur-Ooty highway was closed for some hours taking into account the safety of the passengers. 

The forest had witnessed major fires in 2019 (1000 hectares), 2019  (2000 hectares).

 Bandipur fire – other States :

The forest officials of Tamil Nadu and Kerala are fully prepared for counter-firing to contain spreading fire from Bandipur forest.  The fire in the forest has crossed the Beya forest range which is close to Tamil Nadu and Kerala border. 

The Tamil Nadu forest department is setting up a counter fire at Madumalai forest region where as Kerala forest authorities at Wayanad Forest.

Entry banned -Bandipur fire :

The entry is banned by the forest department authorities of devotees of Himavad Gopalaswamy Hill and adjoining areas.  The Karnataka state Transport has suspended the bus services to the hill. 

Movement of people and vehicles, including cars, buses and trucks have been banned on the National Highway-67 and inter-state roads.

The safari at Tiger Reserve has been suspended for a week.

Rage over fire :

Many retired IFS officers, conservationists and activists are blaming the bureaucrats for the lapses.  At present the Reserve does not have a permanent field director.

The same lapse in 2012 and 2017 had cost  the department the death of a forest guard. 

Impact on Wild life :

The fire is reducing the thick forest area into ashes from Kundakere range towards GS Betta range.  Several mammals were displaced .  Many deers and herds of elephants are spotted running scared towards road or into adjacent farms.

Several reptiles and birds are said to be burnt completely in the fire.

Tokyo-Bengaluru flight will be a reality.  There will be a non-stop daily service between Tokyo (Narita) and Bengaluru from March 2020.  There are no direct flights to Tokyo from any south Indian city.

Japan Airlines Ltd. – Tokyo-Bengaluru flight :

JAL (Japan Airlines Ltd) at present has direct flights to Tokyo from New Delhi.  It is planning to operate flights on Tokyo-Bengaluru route daily.

The Tokyo Bengaluru flight will be leaving Tokyo city at 6.25 AM and reach Bengaluru City at 12.05 AM on the next day.  In return it will leave Bengaluru city at 2.45AM and reach Tokyo city at 2.55 PM.

Reasons :– Tokyo – Bengaluru flight:

The IT industry is thriving in Bengaluru.  The city is called as the silicon valley of India.  All global corporations which are focusing in Telecommunications, biotechnology, Information technology and automobiles are based in Namma Bengaluru.

The launch of direct Tokyo-Bengaluru flight provide a direct route to customers from North America an option to travel to the city.

Reaction – Tokyo-Benglauru flight – Consul general:

The consul general of Japan in Bengaluru city Takayaki Kitagawa informed the Chief Minister of Karnataka about the operations. 

According to Mr.Kitagawa, “launch of non-stop Tokyo-Bengaluru flights will herald a new era of more strengthened economic relation between Karnataka and Japan.  With this development not only will tourism flourish in Karnataka and Japan but also many new ventures will be established, thereby creating lots of new opportunities”.

Government of Karnataka :

The Chief Minister of Karnataka Kumaraswamy said a land of 519.55 acres has been earmarked for Japanese industries in the Vasanthanarasapura Industrial area at Tumakuru.

This Chennai-Bengaluru industrial corridor will be a prominent industrial township.

Conclusion – Tokyo-Bengaluru flight :

Tourism taxis in Bengaluru was flagged off by Chief Minister Kumaraswamy and Tourism Minister Sa R Mahesh. 

Tourism department – Tourism taxis :

The department of tourism plays an important role and acts as a incendiary in placing the State on the list of must visit places.  The department reaches through several policy formulation measures that cover the infrastructure development at tourism destinations.

Skill development for better employment opportunities, Mega Circuit Development and last mile connectivity and providing tourism taxis are the priority.   The department also provides monetary incentives that come from policy formulation.

Distribution of tourism taxis :

The tourism department is planning to distribute 1470 tourism taxis to those persons who belong to the economically weaker section.

According to Priyanka Mary Francis, Tourism Director, every year the department of Tourism gives away taxis to empower people.  This happens at the district level. 

For the current year the department is planning to distribute 1470 tourism taxis.  The process of selection involves candidates scrutiny by the selection committee in each district.

Once the candidates are shortlisted the deputy commissioners will finalize the list.  A subsidy of Rs.3 lakhs  will be provided by the tourism department to the selected candidates to purchase the taxis. 

Candidates selection – Tourism taxis :

These taxis are different from the taxis run by the Karnataka State Tourism Development Corporation.  The Karnataka State Tourism Development Corporation operates to and fro from the Kempegowda International Airport. 

The taxis are given a permit to travel anywhere. 

The candidates for thesetaxis are selected on the basis of their income, driving licence and their capability of repayment of loan.

The minimal educational qualification to avail this opportunity is 10th class pass.  Preference will be given to those candidates who apply from other districts.  Bengaluru city gets a minimum share.

Transfer of officers are taking place in Karnataka. – A major reshuffle in the state is happening ahead of General  elections 2019.   The Government shunted out 31 IPS officers which includes the state intelligence chief.

Election Commission – Transfer of officers :

Ahead of the Lok Sabha polls 2019, the Election Commission (EC)  of India has directed the Chief Electoral Officers (CEOs) of all States and Union Territories to transfer all the officers who have completed three years in a posting or are serving in their home district. 

The EC said the order would be applicable to all senior and junior officers in the civil administration (DMs, SDMs, Tehsildars) as well as in the police department right from the Inspector General of Police down to Sub-Inspectors. 

General elections – Transfer of officers :

A 1994 batch IPS Officer B.Dayananda is the new intelligence officer replacing Amar Kumar Pandey.  The decision was taken after Karnataka Chief Minister Kumaraswamy submitted his state budget.

At the time, the Chief Minister had stated, “ why do we doubt our officers so much?  In fact, I have continued with the same intelligence Chief who was appointed by BJP.  We can’t change officers.  I have only tried to take them into confidence”.

Reshuffling of officers :

The transfer of officers is a major reorganization in the police department.  A total of 31 IPS officers have been transferred.  Out of 31 officers, 16 officers within Benglauru and 15 officers outside.

Apart from these 31 officers, the State has transferred 41 police inspectors and  57 DySPs. across Karnataka State.

According to the Chief Electoral Officer Sanjiv Kumar the deadline for transfers of officers was over and the state government has to submit a compliance report.

According to the  Home department the transfer of officers in the law enforcement department is a major move to have great control over the government machinery in lieu of the Lok Sabha elections 2019.

KRIDL – worth Rs. 4400 crore work – Bengaluru

KRIDL (Karnataka Rural Infrastructure Development Limited) is a state run agency.  Many Bengaluru legislators are in favour of diverting Rs.4400 crore from the Mukhyamantri Nava Bengaluru Scheme to the state run agency.


Karnataka Rural Infrastructure Development Limited – KRIDL :

It is a Government of Karnataka undertaking.  Started as a Directorate of Land army in the year 1971 under the Rural Development Department of Government of Karnataka.

It was incorporated as a company on the 9th August 1974 as Karnataka Land Army Corporation under the full and Complete ownership of Government of Karnataka. It was renamed as Karnataka Rural Infrastructure Development Limited (KRIDL) on 6th August 2009.

The state run agency is blacklisted in the past years for the poor quality of work done by them.

The Mukhyamantri Nava Bengaluru Scheme – KRIDL :

The supposed funds are part of the Mukhyamantri Nava Benglauru Scheme amounting to Rs.8015.00.  The amount has been kept to implement different infrastructure works to take place in a period of 3 years.

A number of legislatures in the Coalition government is pressuring Chief Minister H.D.Kumaraswamy to allot infrastructure projects and works to the KRIDL.  The Works also  includes storm water drain development and roadwork.

Exemption from tender :

The MLAs wants exemption from tendering under Section 4(g) of the Karnataka Transparency in Public Procurement Act.  The netas are of the view that the tender process takes a long time and is time consuming.

Many MLAs are of the view that the work should be completed before the commencement of Monsoon.  The work also should commence before the general elections 2019.

Bureaucrats oppose allotting work to KRIDL :

Many IAS officers oppose the proposal.  According to them all major works needs to be called for tender and cannot be exempted.  The allotted amount is for a period of 3 years and cannot be diverted. 

Many are questioning the reasons for insistence by legislators to  allot the projects to the specific Co.   KRIDL is known for not completing the projects on time

KRIDL – blacklisted :

In the year 2015 it was found that crores of  public money was found in the personal accounts of KRIDL officials. When T.M. Vijay Bhaskar was the BBMP administrator had opposed to give the work order to KRIDL.

The Co. was blacklisted by BBMP in 2010 for bad road works.   In October 2018, the social welfare department had blacklisted for shoddy work.

Chasing of voters has begun.  The political parties are targeting neutral voters with the help of voter intelligence software.  The parties are planning to tap every voter thru automated phone calls, text messages and WhatsApp messages.

Congress party to target Neutral voters :

Congress party wants to modify its social media cell after getting reports on its internal analysis.  The social medial cell is not doing much to tap the neutral voters on social media where the BJP is ahead.

The congress party has 8600 WhatsApp groups.  This covers approximately 40 in 224 constituencies. 

The parties content is being pushed to reach neutral voters thro social media.  The congress party is presently putting in place a structure for its social media operations that did not exist before.

Facebook and Twitter are s the top performers for the Congress party in the state to reach voters and neutral voters. 

BJP’s claim on social media :

The BJP party claims to have 15000 WhatsApp groups in Karnataka.  The party is expecting to increase the number to around 25000 groups.   The political party claims to have formed groups by BJP supporters where the party is not involved.

BJP Karnataka Social media cell convenor claims that the party’s content is great.   That is the reason why it is reaching a lot of people.

Social media has become a new age battlefield.  It has transformed the picture of Indian politics.  The present day are the days of tweet and hashtag wars.

In Karnataka most of the parties have their own IT cells. 

Twitter is to set the political agenda, WhatsApp to act as a distributional channel and facebook helps disseminate information.

Most political campaigns are driven by data about target groups, voters and neutral voters.  Approximately 40% of the registered voters in India are online users.  The number is growing fast.

Conclusion :

Political parties see in investing in social media as a long term investment.  It is not only a strategy during elections but also help make opinions.

However, this raises an important question of where parties and startups are getting their database from. Especially with questions on data privacy raised in the backdrop of the Cambridge  Analytica scandal.

ACB raid – Manchanayakanahalli panchayat

ACB, Ramnagara  conducted a raid on 20.02.2019 and arrested Sri. Shamid Olekar while accepting a bribe amount of Rs.100000/-

A resident of RPC Layout, Bengaluru owns 0.33 guntas of land at Bidadi Hobli, Machanayakanahalli Panchayat bearing Survey No. 43/6.  He wanted to convert the land for commercial purpose to nuild a hospital.  He had applied for the conversion and NOC at Manchanayakanahalli Zilla Panchayat office.

Sri. Shamid Olekar, Panchayat development officer, Machanayakanahalli Gram Panchayat had demanded a bribe of Rs.100000/-  to do the same.

A case has been registered and investigation is on.

Times of India – Newspaper edition on 15th Feb. 2019, the day after Pulwama Attack had a heading “Government blames Pakistan after local youth rams CRPF convey with IED-Packed SUV in worst ever Jammu and Kashmir terror strike”.

Everybody who read the headlines early in the morning were shocked whether it is an Indian edition of Times of India or a Pakistan Newspaper.

Print media – Times of India :

Print media is important for all. Daily, weekly and monthly newspapers are known as print media. This type of media is to keep people updated from latest news such as political, economic and sports.

Print Media is a revolutionary evolution that has buried the gap of communication with the aid of tangible printed assets like as newspaper, magazines, letters etc. among various targeted groups of people so that the hierarchy of information would never gets broken down due to slacking conversation.

No medium can be at the importance of newspaper. But the moment they let it influence them, negative consequences start to surface.

General opinion about Times of India after Pulwama attack:

People in India are angry and raged.  What a shame when the proof is in front of the face.  The JeM has claimed for the killings and here is an editor who thinks it is a local youth attack on our brave hearts.

Some have come out and spoken that ‘this is how a paid media works.  Looks like either the editor is incompetent or has been told to do so’.  Some people suggested that from now onwards the name of the paper should be ‘Times of Pakistan’ instead of ‘Times of India’.

During a time like this the insensitive comments on front page on terrorist attack is intolerable.  When the whole country is showing solidarity, here is a national newspaper Times of India which wants to confuse and divert the minds of people.

Conclusion :

One of the regular reader of Times of India newspaper commented that he did not expect the newspaper to stoop so low to write such nasty and false pro Pakistan and anti India headlines. “the Times of India newspaper called a terrorist a local youth!  How disgusting?  This looks like a new law of paid journalism”.

Seat sharing – Lok sabha elections 2019

Seat sharing bickering has started in Karnataka.  JD(S) Demands 12 Lok Sabha Seats in Karnataka; Congress Says ‘No Confusion’ in Seat-sharing.

Deve Gowda said the seat sharing will be on a 2:1 formula. According to which, 11 seats should come to the JD(S). The party was seeking one extra seat, noting that differences, if any, would be sorted out after discussion with Congress president.

Pressure on both parties – seat sharing :

The congress party is under immense pressure to finalize  the list of the candidates  for the upcoming lok sabha elections 2019. 

Karnataka has 28 seats out of which BJP is currently holding 16, congress with 10 and JD(S) 2 numbers.

The blueprint for seat-sharing would first be discussed at the state level by the coalition coordination committee.  The committee will be chaired by senior Congress leader Siddaramaiah and then will be finalized by the heads of both the parties. 

Seat sharing basis :

 After the formation of the coalition government, the formula of 2:1 was adopted in allocating portfolios, boards and corporations. Naturally, the same formula will apply to Lok Sabha seats.

According to the formula, 11 seats should come to the JD(S) and the party was seeking one extra seat.

Many congress leaders expressed concern over confusion among workers of both parties.  The coalition duo face the poll as allies.  But they have their eyes definitely on some seats.

Decision on seat sharing in the Lok Sabha elections:

Sharing of seats in old Mysuru is not favorite to both the parties.  JD(S) has set eyes on Tumakkuru and Chikkaballapura which are currently represented by the Congress.  But the congress party is in no mood to part with these seats.

The congress is ready to forgo Bengaluru North to JD(S), if JD(S) supremo H.D.Deve Gowda decides to contest from there.  However finalization of tickets will depend on the seat sharing agreement between the alliance partners.

No Support :

The congress party has decided not to extend support to Smt. Sumalatha Ambareesh and actor Prakash Raj if they contest independently.  Mandya is a JD(S) stronghold.  Smt. Sumalatha Ambareesh is being under pressure to contest from Mandya. 

Prakash Raj has announced that he is contesting from Bengaluru Central.  But Bengaluru Central has many ticket aspirants from congress.  As Prakash raj has sought congress support, the party may not field a candidate against him.

The political weather in India is going to be the hottest like never before as we go for the national election.

Rare diseases – awareness run – Bengaluru

Rare diseases –  as the name says which are rare.   A run is being organized by the Organisation for  rare Diseases India (ORDI).  This is about addressing the challenges of unfamiliar diseases.

Organisation for rare diseases India :

ORDI  is a national umbrella organization representing the collective voice of all patients with rare diseases in India.  It is been setup as a section 25 non-profit company in India. 

The vision of the NGO is to make diseases which are unfamiliar to the public as easily diagnosed and treated as common diseases like Diabetes, Hypertension , TB, AIDS etc.

History of run :

What started as an awareness walk to commemorate World Rare Disease Day in February 2016 has now grown into a significant campaign, conducted simultaneously in multiple cities and two countries – India and the USA.

Over the years, the run has expanded and in 2019 it will be conducted over February and March across 13 Indian cities – Bengaluru, Mysuru, Chennai, Kolkata, Mumbai, Jaipur, Coimbatore, Bikaner, Hyderabad, New Delhi, Ahmedabad, Thiruvananthapuram and Kochi.

Rare diseases – ‘Race for 7’ :

The NGO is conducting an awareness run in Bengaluru.  The run is to raise funds and to educate people about diseases. The event is first of its kind in the world.

The event is being held on February 24, at St.Joseph’s Indian School.  It is been given name as ‘Race for 7” symbolically to represent 7000 rare diseases with 7000 people running for 7 kms. to represent the average number of years taken to diagnose a disease.

Awareness :

Race for 7 is held in the month of February to commemorate World Rare Disease Day  which falls on the last day of February. The theme for the event 2019 is ‘Bridging health and social care’,  focusing on the need to better coordinate all aspects of care to improve the lives of people living with a rare disease.

One in every 20 Indians suffers from this illness . Almost half of whom are children, an important fact that often doesn’t get highlighted.

Besides lack of access to early intervention and treatment because of the lack of widespread awareness about this rare phenomenon, the cost of treatment where it is available is often prohibitively expensive.

The run is Uniting the world against rare diseases.

Surya Kiran aircrafts colluded. 2 of the surya kiran hawks have crashed into each other during a practice session prior to Aero India Show 2019.

The team of Surya kiran has been a eye catch in different aero shows. Recently the team upgraded from Kiran Air craft to Hawk.

The crash took place in the air space near Nitte Meenakshi Engineering College. 2 aircrafts colluded with each other.

The report of one pilot dead is confirmed. He is Wing Commander Sahil Gandhi. He was unable to eject after the collision. Remained in the craft as it went down.

Dear Soldier – Am I worthy of your supreme sacrifice?

Dear Soldier,While you have been defending the nation and the motherland without asking for anything in return, the man in the mirror is posing some serious questions to me in the backdrop of recent tragic incident. Question is “Do I deserve your supreme sacrifice?”.

I am an integral part of a nation where corruption is systemic. If not actively, I tolerate and in fact, softly celebrate the corrupt practices by passivity. I will not be surprised to soon discover the handy work of more than a few corrupt people living in this country being behind the enemy getting access to 100s of kilos of RDX. In the best case scenario, I may even discover that this corrupt person perhaps didn’t know the actual intent behind the accumulation of such large quantities of ammunition. Anyway, I will defend my actions with “Kuch lenge nahi to jindagi chalegi kaise?”, “Mehangaayi bhi to itni badh chuki hai”, “Uparwaale ko pahunchaanaa hai” and the list will go on.

Please don’t be shocked if I am part of the debate on one of the national TV channels attributing the incident to significant difference between haves and have-nots, inflation, ambition, left-right ideology, number of such incidents that took place in the past regime vs current regime. Frankly, the man in the mirror asks me, if I will care for you beyond this.  Will I have the tiniest amount of your courage to stand against the officer asking me for a bribe next time? Will I have the guts to show him the picture of 40 of my soldiers who laid down their life due to a similar irresponsible act by another citizen of my country?

The criminals you are fighting against have every bit of information about me and you. They have access to sophisticated systems. I am willing to share the last inch of information on my body and soul with an unknown system that is monitoring every act of mine. However, if the state takes a step to link all the citizen information, I have a serious reservation to the same. Privacy of my information is more important than providing intelligence to you that can help identify enemies within. The fear of the state misusing the intelligence to create trouble for the political opponents is legitimate. Will I and the state that is my representative earnestly go all out in bringing that confidence among its people so that we share the necessary information from which our enemies stick out like sore thumbs against whom you can take a decisive action?  It is better that you don’t know my response.

I have also started blaming the neighbouring country. Yes – Indeed we are unfortunate to have some treacherous neighbours. It is important to teach them a lesson and make them pay for the 40 brave lives. However, I am wondering if I am using this as an excuse to not take a closer look at myself at the same time. Please know that I don’t like following rules. Right from breaking all the traffic rules like driving on the wrong side, breaking the traffic signal, not standing in line in virtually any place, to urinating openly everywhere, I have scant respect for rules. In the name of caste, religion, language, faith…oh, give me a coin that has two sides…I can get into a serious conflict with my own countrymen and not think twice before harming someone. Will the incident of losing the best of my 40 men trigger the crucial change in my thinking?

I don’t like the inconvenience of being subjected to security checks in my own country. It is a different matter that I laud such efforts on a foreign soil. It is slowly coming to light that we even forced you to remove some of the security checks that you had placed for your own safety in the very place where the incident took place and that was in name of civilian freedom. When will I save you from my pettiness to gain political advantage? 

Before concluding, I would like you to know that I am neither right, nor left. I am right at the centre lost in thoughts on how to face a child of a soldier. I did light a candle last night and pledged some money to financially support the families of the brave men. 

Is this sufficient? 

Symbolism does have its importance. Time taken out to light a candle at least helped me reflect deeply. Is this sufficient unless I changed myself drastically in my daily life to create a favourable atmosphere that will help in preventing a similar incident in future? An atmosphere that will make you feel proud of defending me with your life!

Dear Solider, this incident has helped me realize how blessed I am to have my defender in you. Now, I promise that I will relentlessly work towards becoming worthy of that defender.

BBMP Budget 2019 – Bengaluru

BBMP Budget 2019 – was presented yesterday.  Chairperson of the Bruhat Bengaluru Mahanagara Palike (BBMP) Standing Committee on Taxation and Finance S.P.Hemalatha presented the BBMP Budget 2019 with an outlay of Rs.10687.79 crore.

BBMP (Bruhat Bengaluru Mahanagara Palike) :

The BBMP is the administrative body responsible for civic amenities and some infrastructural assets of the Bengaluru metropolitan area. It is the fourth largest Municipal Corporation in India being responsible for a population of millions in an area of 741 km.

Proposals in BBMP Budget 2019 :

·         Rs 1186 crore for garbage disposal.

·         Rs 2247 crore for road development were allotted in the budget.

·         BBMP’s Budget has allocated Rs 5 cr to install machines to purify Bengaluru City’s air. 

·         Rs.2 crore allocated for a tree census

·         Establishment of 2 nurseries in each zone at a cost of Rs.3 crore

·         Rs.375 crore to pay salaries for conservancy workers

·         Rs.375 crore for maintaining city’s cleanliness

·         Rs.110 crore for developing areas around waste management units

·         Rs.3 crore for new wards, Rs.2 crore for old zone.

·         Proposal to amend Sec.110 of the Karnataka Municipal Corporation Act 1976 to enable levy of property tax on schools and colleges.

·         Proposes to conduct total station survey of 100 high value revenue generating properties.

·         Proposes an It-BT corridor at a cost of Rs.125 cr.  Allocated Rs.3 crore for preparing a project report.

·         Rs.42 crore for maintenance of arterial and sub-arterial roads, installation of reflectors, road markings, pot hold filling and road safety.

·         Proposal to convert Church street, Commercial street and Brigade road into pedestrian roads.

·         Rs.60 cr. Allocated under Mahalakshmi Scheme, where every girl born in all 24 BBMP Maternity hospitals between April 1, 2019 and March 31, 2020 will be gifted with 15 year Maturity bonds of Rs. 1 lakh.

·         Rs.75 cro, for welfare of differently abled persons

·         Rs.1.50 crore for study tour of BBMP students and Rs.1 cr.  for BMTC bus passes.

·         2 of BBMP’s mortgaged properties will be released this year.

 Multiple welfare schemes – BBMP Budget 2019:

The BBMP Budget 2019 also allocated Rs.30 cr. For setting up of Reverse osmosis plants in localities where SC/ST people are residing in large numbers.

Rs.12 crore was announced for the mid-day meal scheme for civic workers.  Rs.100 cr. Is been allotted for improving he habitual conditions of people working in burial grounds.  The budget includes Rs.19.80 cr. For women-centric welfare programs.

A cash incentive of Rs.25000 to 150 SSLC toppers and Rs.35000 to II PUC toppers.

Different medical welfare schemes were announced in BBMP Budget 2019. They include :

·         Dialysis centres at all the assembly constituencies.  A grant of Rs.25 cr. is made for this purpose. 

·         Providing cardiac patients with free stents at a cost of Rs.4 crore. 

·         Up-gradation of many maternity and referral hospitals

·         Dharmashalas at Kidwai and Rajiv Gandhi Institute of Chest Diseases at a cost of Rs.10 crore.

Overall the BBMP Budget 2019 was a Please-all surplus budget.

Bengalureans mourn pulwama brave-hearts

Bengalureans joined hands in thousands to show solidarity.  The whole city mourned pulwama brave-hearts by coming together and light candles.

The city came together irrespective of age and profession, joined hands on 15th   February with the nation in paying their last respects to the slain CRPF jawans.

In the deadliest attack on security forces in Kashmir, around 40 CRPF personnel were killed on 14th Feb. when their convoy was targeted by a suspected suicide bomber of Pakistan-backed Jaish-e-Mohammad in Pulwama district on the Srinagar-Jammu National Highway.

Social Media – Bengalureans mourn:

Social Media played an important role in joining the Bengalureans. A Whatsapp message went viral around saying “we are all doing this—–so kindly in your balcony today @ 8 PM light 3 candles to show our support of strength to jawans n their families”…

With different social media platforms abuzz with the messages with candlelight marches, thousands of Bengalureans came out in support.

Bengalureans including Traders, shop owners, students, professionals, theatre groups, RWA’s, NGO’s, women, celebrities and film fraternity held peaceful demonstrations around the city showing solidarity.

Candle march vigils took place at different party of the city to mourn the death of our security personnel at Pulwama.

Bengalureans demanded immediate retaliatory action against the terrorist  organisation.

Places of demonstration :

Bengalureans had a candle march at World War I memorial (Brigade road – Residency road junction). Residents of Rajarajeshwari Nagar blocked the main road as a mark of protest.  A RWA group from Bellandur is planning a protest on Sunday, 17th February.

Students and stuaf from IISc, Benglauru marched from the main building to swimming pool road and back. They lighted candles to express their solidarity. 

Many schools paid their tributes to the soldiers by observing silence during the morning prayers.

The Traders Association of Chickpet demonstrated at Town-hall in the evening.  People gathered at Freedom Park, Dr.Rajkumar Memorial and stood in silence for minutes.

Hina Jaiswal – first woman flight engineer

Hina Jaiswal, 27 years old created history on 15th February by becoming the 1st female flight engineer to be inducted by the India Air Force (IAF).  She broke the taboo of what until last year was the IAF’s men-only clubs.

She was commissioned in the IAF’s engineering batch in 2015.  Hina Jaiswal completed her course at the IAF Station in Yelahanka.

Highlights :

  • As a Flight Engineer, Hina would be posted to operational helicopter units of the IAF.
  • In the unit, she would be routinely called to operate in demanding and stressful conditions.
  • During the six-month course, Hina trained with her male counterparts, displaying commitment and dedication.

Hina Jaiswal’s achievements :

She has served as Chief of firing team.  Hina Jaiswal has served as a battery commander in a frontline surface to Air missile squadron before selected for the course.

Hina Jaiswal  has achieved the feat of 1st female flight engineer by successfully completing he course at 112 Helicopter unit.

Education – Hira Jaiswal :

Hira Jaiswal did her schooling from Chndigarh.  She completed her B.Tech from Punjab University.

She was the first woman officer in the IAF to apply for the flight engineer’s course when when was posted at Jamnagar.

The course includes grueling training.  She displayed unflinching commitment, dedication and perseverance to reach the feat.

Jaiswal, in her new role, will be posted at IAF’s operation helicopter units. She will serve in “demanding and stressful conditions from the icy heights of the Siachen glacier to the seas of the Andamans. 

A flight engineer is an important part of aircraft’s crew and requires specialized skill set to monitor and operates its complex systems.

Te IAF started commissioning women in the officer cadre in 1993 and now inducts them as pilots in various streams.

The Ministry of Defence has reportedly also dedicated an entire day of Aero India 2019, starting next week, to women in the armed forces. 0U

Temporary hoardings – Aeroshow 2019 – Bengaluru

Temporary hoardings will be used by the BBMP for Aeroshow 2019 ads.  The High Court has given the consent to use 100% non-PVC materials.

High Court permission to use Temporary hoardings :

The Karnataka High court on 14th February allowed the civic body to allow Hindustan Aeronautics Ltd.(HAL) to put temporary hoardings.  The hoardings are  for the Aeroshow 2019 from February 15 to 25 at the selected locations.

The hoardings will provide information to the public and participants about the show.   The Aeroshow India 2019 will start from February 20 to 24.

It was made clear by the BBMC to the High court that the hoardings are not for any commercial advertisements.  The hoardings will provide information about the global event.

Court’s specifications to use of temporary hoardings :

The High Court of Karnataka has made it clear to HAL that it should use only wooden structures for temporary hoardings/display.  The publicity/information materials printed should be only on 100% cotton materials.  It should be free from any plastic materials.

An undertaking has been given by HAL and BBMP in this regard to the court.   The court has also given permission for putting up of signages.  The temporary hoardings will be at different locations to guide the public and participants to reach the venue.

Presence of Nodal Officer :

The High court has given directions to the Deputy Commissioner of Police (Crime), who will be the nodal officer.  The nodal officer will be monitoring complains about the instances of defacing the city.  

Temporary hoardings – guidelines to HAL :

The high court has directed the HAL to remove all the temporary hoardings, including the wooden structures and display materials.  This should be done soon after the event ends on February 25.

HAL should submit a compliance report to the BBMP about removal of all temporary hoardings and signages.

e-buses introduction – BMTC – Bengaluru

e-buses introduction delayed by BBMP.  The delay was due to  minister of Transport D.C.Thammanna.   The minister views that the vehicles be bought instead of lease, as per the tender finalization by the previous government.

Centre’s ultimatum – e-buses:

The Central Government on 14th Feb. issued an ultimatum to the Bangalore Metropolitan Transport Corporation (BMTC) to issue supply order to the bidder. The last day to induct e-buses is 28th February.    Failing which, the BMTC will miss out on the Rs.74.8 crore subsidy sanctioned for the initiative.

The deadline for FAME India (Faster Adoption & Manufacturing of Hybrid & Electric vehicle in India) scheme, Phase 1 will be expiring on March 31, 2019.

Under Secretary, Union Ministry of Heavy Industries and Public Enterprises Mr. Ajay Kumar Gaur wrote to the Karnataka Government stating to “issue supply order to the bidder positively by February 28th 2019, failing which, the subsidy would be withdrawn and the BMTC will have to refund”. 

The Centre has asked the BMTC to refund the incentive amount amounting to Rs.17.95 crore.  This amount is already been released by the Centre for the e-buses project.

e-buses –  Olectra Greentech:

It was in February that Hyderabad based e- buses  manufacturing company Olectra Greentech had won the bid for procuring 80 electric buses. The bidder, according to the tender condition, had agreed to operate the buses in six months. 

Olectra’s cost will be Rs.37.5 per km. to operate A/c e-buses and Rs.24.5 per km. for non-A/c e-buses under lease.

Bengaluru’s public transport undertaking was among the 11 Indian cities including Delhi, Mumbai and Ahmedabad that were selected for 40-60% subsidy from the union government.

This was under the FAME (Faster Adoption and Manufacturing of Hybrid & Electric Vehicles) India scheme instituted by Department of Heavy Industries (DHI).

PPP Model – e-buses :

Due to lack of resources, funds  and technical expertise, the BMTC chose to operate electric buses under a PPP model.   Each electric bus costs about Rs. 1.6 crore. 

Accordingly, the corporation will pay Rs.37.50 per kilometre to the private operator in addition to providing a conductor.  The operator will invest on operating buses and its maintenance. 

The BMTC operated India’s first electric bus on a pilot basis for three months in 2014.  But decided to abort  the idea of running them on its own as the corporation found these buses  are expensive and difficult to maintain. 

BMTC’s views on e-buses:

The officials of BMTC stated that leasing of e-buses would cost less.  It will be Rs.60.86 per km. compared to purchasing them at Rs.84.71 per km. 

The non-familiarity with e-bus technology is a major challenge to the BMTC.

Terror Attack – 44 jawans killed – Pulwama

Terror attack again on the Indian brave hearts.  44  CRPF personnel were killed and many others severely injured in a ‘fidayeen’ (suicide) attack.

The suicide bomber rammed his explosive-loaded vehicle into a paramilitary bus carrying CRPF personnel  on the Srinagar-Jammu National highway on 14th February.

Highlights of Terror attack :

  1. The Jaish-e-Mohammed has claimed responsibility for this cowardly attack.
  2. The terrorist driving a suicide vehicle was identified as Adil Ahmad From Kakapora in Pulwama.
  3. The bus was blown up on Kashmir-Srinagar highway in Awantipora area of the district.
  4. 2547 CRPF personnel were travelling in a convoy of 78 vehicles
  5. Explosion heart 10 km away

Terror attack facts :

A total of 44 CRPF men belonging to various battalions were travelling in the vehicle when their vehicle was ambushed.  All the 44 were killed.

Police identified the attacker as Adil Ahmad Dar who joined Jaish in 2018.

Terror attack claimed by Jaish-e-Mohammed :

Jaish-e-Mohammed is a Deobandi jihadist group active in Kashmir. The group’s primary motive is to separate Kashmir from India and merge it into Pakistan. It has carried out several attacks primarily in the Indian state of Jammu and Kashmir.

It was founded in 1998 by Masood  Ahmed.  Its headquarters are at Bahawalpur, Pakistan.

The declared objective of the JeM is to liberate Kashmir and merge it with Pakistan. However, it projects Kashmir as a “gateway” to the entire India, whose Muslims are also deemed to be in need of liberation. After liberating Kashmir, it aims to carry its jihad to other parts of India, with an intent to drive Hindus and other non-Muslims from the Indian Subcontinent.
