Cong-JD(S) plan poll battle against BJP – Karnataka

Cong-JD(S) plan on to take BJP in Lok Sabha 2019 poll battle.  The coalition is planning a big battle against BJP.  Former Prime Minister and JD(S) Supremo H D Deve Gowda has vowed to reduce the BJP to a single digit. The Congress and JD(S) jointly announced a bunch of measures to ensure that their alliance worked without any flaws.

JD(S) – Janata Dal (Secular)  :

The Janata Dal (Secular) is a political party led by former Prime Minister of India, H.D.Deve Gowda. The party is recognized as a State Party in the states of Karnataka and Kerala.

It was formed in July 1999 by the split of Janata Dal party.  It has a political presence mainly in Karnataka. In Kerala, the party is part of the Left Democratic front.

Ironically  the JD(S)  was formed in 1999, had its origins in the Janata Party, founded in 1977 as a coalition of several smaller parties that combined forces to oppose the Congress party.

Indian National Congress : 

The Indian National Congress or INC or Congress party or simply Congress is a broadly based Political party in India. Founded in 1885, it was the first modern nationalist movement to emerge in the British Empire in Asia and Africa. 

From the late 19th century, and especially after 1920, under the leadership of Mahatma Gandhi, , Congress became the principal leader of the Indian independence movement.  Congress led India to independence from Great Britain, and powerfully influenced other anti-nationalist movements in the British Empire.

Bharatiya Janata party – BJP :

The BJP’s origin lies in the Bharatiya  Jana Sangh,  formed in 1951 by Syama Prasad Mukherjee. After the State of Emergency  in 1977, the Jana Sangh merged with several other parties to form the Janata Party. It defeated the incumbent Congress party in the 1977 General elections. 

 After three years in power, the Janata party dissolved in 1980 with the members of the erstwhile Jana Sangh reconvening to form the BJP.

Coalition government in the State of Karnataka – Cong-JD(S) plan :

The Karnataka elections 2018 were held on May 12, 2018, in all 222 of 224 constituencies of the Karnataka Legislative Assembly. The term of the current 224-member legislative Assembly ends on May 28.


The election result of the Karnataka this time turns out to be very exciting. BJP having a count of 104 seats, Congress having 78, JD(S) having count of 38 and others on 3. BJP misses out the majority by a very little count which have turn into a great burden to them.

B.S Yediyurappa with such short time to prove majority said that a great mandate given by the people of Karnataka to BJP (104) seats did not suffice and resigned before trust vote. Which paved way for present chief minister of Karnataka H.D.Kumaraswamy from JD(S).

Cong-JD(S) plan – leaders statements :

Mr. Deve Gowda told reporters ,”Nominations have started. Time is very less. Whatever misunderstanding we have between us, we have to resolve them now”.  

Traditional rival parties the Congress and JD(S) face the challenge of convincing their party workers to work together and get maximum  votes for candidates fielded by the alliance. The alliance is to defeat the BJP.

Senior leaders from both the parties will be appointed as observers in all the 28 Lok Sabha constituency according to Congress Legislature Party leader Siddaramaiah. 

He also said, “the observers will ensure coordination between both parties. Strict directives will be issued to the district units of both parties that they should forget their differences and work toward defeating the BJP in the interest of the state, country and democracy. I’m confident our party workers will abide by our decision.

Cong-JD(S) plan – rally :

A mega public rally is been planned near Bengaluru which will be attended by Congress president Rahul Gandhi and JD(S) Supremo Deve Gowda. The event will be held most likely on 31st March  2019.  

According to Siddaramaich this historic rally will sound the bugle of the alliance party election campaign.  After that, the leaders from both parties will hold joint campaigns across all the 28 seats. 

Chief Minister H D Kumaraswamy admitted that out of 28 constituencies,  there were problems in a few constituencies and affirmed that they would be resolved.

Parameshwara skips Cong-JD(S) plan meet :

The Deputy Chief Minister G.Parameshwara was noticeably absent from the Cong-JD(S) plan meet.    It is observed that Parameshwara is still not happy with the Tumkur Lok Sabha Seat being given to JD(S). 

G.Parameshwara is the Tumakuru district in-charge minister.  He is mounting pressure on the congress leaders to get back Tumakuru back from JD(S).  Tumakuru is represented by S.Muddahanumegowda.

The decision to forego Tumkuru seat has caused a lot of displeasure in the Congress party.

B.Venkatesh Prasad joins BJP :

B.Venkatesh prasad brother of Congress MLA Nagendra from Bellary Rural  joined BJP.   Mr. Prasad had unsuccessfully had a bid for congress ticket during the Lok Sabha by-elections to Bellary constituency. 

After being disappointed with the Congress party Mr.Prasad joined BJP ahead of Lok Sabha polls 2019.  The other congress leader who joined BJP is Devendrappa, a congess leader from Harapanahalli and also a relative of Jarkiholi brothers.

Sumalatha Ambareesh as an Independent candidate – a thorn in Cong-JD(S) plan :

Sumalatha, actor and wife of late Kannada actor and former Union Minister M.H.Ambareesh announce her decision.  She will be contesting the elections from Mandya Lok Sabha Constituency as an independent candidate against Nikhil Kumaraswamy of JD(S).

This is going to be a high profile battle in Madya Constituency.  She is been holding road shows along with her son in Mandya and taking on the Gowda family.  She is also in touch with the BJP leaders.

Disturbed by her popularity, the JD(S) is on attack mode.  While Chief minister HD Kumaraswamy took a dig at late Ambareesh, his brother HD Revanna made belittle and sexist remarks against her.  JD(S) Thammanna was also among those attacked her.

After the demise of her husband, actor politician MH Ambareesh, his wife Sumalatha showed interest to contest from Mandya to carry forward her husband’s legacy.

Conclusion :

Chief Minister HD Kumaraswamy had said that if the JD(S) fares well, other parties would come running to his father, hinting that his father could be looking at another stint as prime minister. 

Even if there is no chance at the top post, greater their number, greater their bargaining power at the Centre if the Mahaghathbandhan does manage a good show in the upcoming Lok Sabha polls. 

Nikhil Kumaraswamy’s initiation into the JDS’ electoral fray ignores the many district level leaders who have worked hard for the party. 

The problem has now multiplied with even the Congress workers of the district expressing their opposition to Nikhil’s candidature. Many are openly working for actor Sumalatha, the wife of late actor-MP Ambareesh, who is contesting from Mandya constituency independently.

Karnataka- Lok Sabha Polls 2019 – Seat sharing wrangling between Karnataka’s ruling coalition parties Congress and  JD(S) has reached a pact.  JD(S) had demanded 12 seats but were given 8.  Congress has conceded Tumakuru seat that it holds to JD(S).

Coalition government seat sharing started doing rounds a while back in Karnataka.  JD(S) had asked for 12 seats and the congress had sited on winnability criteria. 

No seat has been earmarked for Mayawati, who is Mr Kumaraswamy’s ally in the State.

The two allies JD(S) and Congress  who formed the coalition government in Karnataka after striking a post-poll alliance threw up a hung verdict, decided to fight the Karnataja Lok Sabha Polls 2019 together under a coalition arrangement.

According to KPCC President Dinesh Gundurao, “we have discussed all 28 Lok Sabha seats.  It has been decided based pm the winnability of the candidates”.

The Vokkaliga centered region of  Mandya was a bone of contention between the coalition government partners as JD(S) is fielding Kumaraswamy’ ‘s son Nikhil from the seat that it currently holds.

The congress got pressure within the party to field Smt. Sumalatha Ambareesh, wife of late actor-turned-politician M.H. Ambareesh from there.

JD(S) had its pick – the list includes the prize seats of Shimogga, Tumakur, Hassan, Mandya and Bengaluru North.

The grand old party of Congress was under pressure from its party workers not to surrender the seats to the JD(S).

Karnataka – Lok Sabha Polls 2019 – Seat sharing – Congress :

The congress party will be contesting 20 Lok Sabha seats in the coming Lok Sabha polls 2019.  The deal was finalized at Kochi Between Congress national President Rahul Gandhi and JD(S) secretary general Danish Ali. 

In the deal of seat sharing, the JD(S) had gained 2 seats i.e, Tumakuru and Bengaluru North where it has a favourable support base.

The party conceded Mysuru and Chikkaballapura constituencies.  The compromise of JD(S) has given a new life to Veerappa Moily as he retained the Chikkaballapura seat in 2014 Lok Sabha polls by a mere margin.

HIGHLIGHTS – Karnataka Lok Sabha Polls 2019 SEat sharing :

  1. JD(S) gets crucial seats like Shimogga, Tumakur, Hassan, Mandya, Bengaluru North, Uttara Kannada, Chikkamangaluru and Vijayapura.
  2. JD(S)  had been haggling over Mysuru-Kodagu seat, which went to Congress
  3. The southern region of the State is where both parties have a base

Hassan and Mandya are considered the JD(S) strongholds, although the leaders’ apparent plans to field two grandsons of Devegowda — Prajwal and Nikhil — in these seats has caused some dissatisfaction within the party.  Out of 8 seats 3 seats are confirmed to be going to the Gowda family.

Nikhil is being fielded by Mandya, Prajwal from Hassan and Bengaluru North is being considered as a possible seat for Mr  Devegowda. 

In 2014, the BJP had walked off with the bulk  share of the seats – 17 Nos.  The Congress won 9 and the JD(S) 2 seats. But to the 43 per cent vote share of the BJP, the combined vote share of the Congress and the JD(S) was nearly 52 per cent.

Karnataka- Seat sharing choice – Deve Gowda :

The JD(S) Supremo Deve Gowda has an option of contesting from either Bengaluru north or from Tumakuru.  He has already given up the seat of Mandya and Hassan to his grandson’s Nikhil Kumaraswamy and Prajwal Revanna.

JD(S) had a good show in the last years Assembly elections in Vijayapura Assembly.

The Congress has given up the seats of Shivamogga, where B.S.Yeddyurappa contested and Uttara Kannada, where Union Minister Ananth Kumar Hedge contested, to JD(S).

Former CM Siddaramaiah, who had insisted that the Congress keep the Mysuru seat, had his way.

Karnataka- Lok Sabha Polls 2019 – Seat sharing by JD(S) :

Both Mr. Devegowda and Mr. Kumaraswamy had a series of meetings with congress President  Mr.Gandhi. After each meeting, they underscored that winning seats, and not their number, was crucial. Party sources initially said the JD(S) was willing to settle for nine seats. After Mr Kumaraswamy’s meeting with Rahul Gandhi, the figure dropped to eight.

Prakash Raj has announced that he is contesting from Bengaluru Central.  But Bengaluru Central has many ticket aspirants from congress.  As Prakash raj has sought congress support, the party may not field a candidate against him.

The political weather in India is going to be the hottest like never before as we go for the national election.

Congress minister D.K.Shivakumar :

D.K. Shivakumar is often seen as a trouble-shooter for the Congress. With his sharpness to heal political wounds, he is the go-to man during all political crises. But when it comes to Mandya, it certainly seems like he has lost out on his charm.

With Ambareesh’s widow Sumalatha sticking to her guns on contesting from Mandya, she has become a certain headache for both the Congress and the JD(S).

The opposition to DK Shivakumar coming to Mandya is coming not from anywhere else, but from Mandya itself. The local leadership of Mandya Congress is dead against DK Shivakumar coming to Mandya as a peacemaker.

The local leaders have started a campaign called ‘Go Back DK Shivakumar’ as a mark of protest against him. And it is no secret that the local leaders of Mandya Congress do not want Nikhil Kumaraswamy contesting from there.

Lok Sabha Polls 2019 – Sumalatha Ambareesh :

Sumalatha Ambareesh clarified her fans that she will be contesting from Mandya Lok Sabha Constituency.  She was responding to the rumours that she might decide against contesting.  She used Social media and clarified her stand on standing for elections from Mandya.

Actor Sumalatha Ambareesh and her son Abhishek Gowda campaigned for the Lok Sabha elections at BG Pura Hobli in Balakavad, Mandya during her campaign tour.

Sumalatha started her campaign from Malavalli with son Abhishek Gowda.  The actor participated in a hunger strike organized by like-minded people near the statue of Viswesharaiah in the city urging tickets to only locals.

Walk to vote  –

Janata Dal (S) has announced its candidate for Mandya.   Kumaraswamy’s son Nikhil Gowda makes entry into politics from Mandya.

Nikhil Gowda – Janata Dal (S) :

The 28 year old is seen as the heir to Kumaraswamy’s legacy.  Sources say he is being pushed to contest elections because of his father’s deteriorating health.

The Janata Dal (S) party is demanding 12 seats out of 28 Lok Sabha seats in the State from its alliance Congress party.

“A few party leaders from Mandya have been pressing me to contest the LS Polls.  As the Chief Minister’s son, I have some responsibilities.  If the party leaders decide that I have to contest the elections, I have no choice” Nikhil said.

Congress +Janata Dal (S) alliance :

Nikhil’s candidature will mark the entry of former prime minister H D Deve Gowda’s second grandson into electoral politics, as the Janata Dal (S) supremo has already indicated that Prajwal Revanna is likely to be the party candidate from Hassan.


The assertion to claim Mandya came as Congress and JD(S) have decided to fight the parliamentary polls together but are yet to finalize a seat-sharing arrangement.

H.D.Kumaraswamy on Janata Dal (S) Seat from Mandya :

“Mandya candidate will be from JD(S), there is no question of our party going back. If Nikhil Kumaraswamy has to contest the election, we will not flee to Mysuru or any other place.If he contests, he will contest from Mandya,” he said, adding his family has grown in politics from struggle, and there was no question of going elsewhere fearing somebody.

Kumaraswamy’s comment comes days after Mrs. Sumalatha Ambareesh, wife of the late actor-turned-politician M H Ambareesh, expressed strong intentions to contest from Mandya on a Congress ticket.

Reaction of Sumanalatha Ambareesh on Janatal Dal (S) candidacy :

Mrs. Sumalatha said that she was still waiting for response from Congress to her willingness to contest from Mandya. 

Addressing media she quoted that she was not interest in announcements by other political parties.  “I am yet to hear anything officially from the Congress. I will not take any decisions until I hear from the party” she said.

Conclusion :

Many citizens view Karnataka politics becoming political dynasty.  At one time, Mulayam’s family had 7 law makers in Uttar Pradesh .  Lalu Prasad had as many as 10 law makers in Bihar.  Now it is Karnataka’s turn.  Gowda’s Janata Dal (S) will have 7 members now.

The two allies, who had formed the coalition government after striking a post-poll alliance threw up a hung verdict, have decided to fight the parliamentary polls together under a coalition arrangement.

Seat sharing by coalition government :

Seat-sharing is likely to be a major test for coalition government parties.  The JD(S) is banking on two-third, one-third formula was adopted in ministry formation and allocation of boards and corporations.  JD(S)  has demanded 10 to 12 seats out of the total 28.

The Congress is opposed to this, maintaining that sharing of seats will be based on “merit”.

There is pressure from within the Congress not to surrender too many seats to JD(S). The party workers does not want to give the ten seats where the party has sitting MPs.

Sharing of seats for coalition government for old Mysuru region is expected to be an acid test for both the parties. The JD(S) considers it as its bastion  and the Congress has its sitting members from most of the seats there.

Government services – doorstep – Bengaluru

Government services at your doorstep  will be a reality very soon.  This is in line with the model adopted at New Delhi.

Citizens of Bengaluru does not have to sweat out from running from pillar to post to get the work related to government services done.

The government is planning to implement door step delivery of many government services.

Services offered under Government services :

The services offered by the government includes caste certificates, income certificates, senior citizen cards, residential certificate, caste-cum-income certificate and health cards, driver’s licence, death and birth certificates.

The e-governance department of Government of Karnataka is planning to launch a pilot project next week.  The Government services was announced in the Budget by the Chief Minister H.D.Kumaraswamy.

The pilot project will be launched at Mahalakshmi Layout constituency.  Once the pilot project is completed, the entire State of Karnataka will be covered in different phases.

Seva Sindhu – Government services :

The e-governance department of Government of Karnataka is leveraging Sevasindhu.  Seva sindhu is an integrated portal, a one-stop shop to provide government services to citizens.

Seva sindhu covers 86 services from 18 of the total 54 departments but citizens will have to go to offices concerned.

Government services – How it works ? :

It is a web based service where a citizen contacts the call centre to inform them about the services required.  The caller will be informed about the documents needed. 

After fixing an appointment with the citizen, the ‘Seva Sindhu’ will be sending a ‘mobile assistant‘ to the caller’s residence.

The assistant will be equipped with a tablet to upload the application along with the require documents on the portal.

The next step will be where the department will process the application and the assistant will deliver the require documents.

Government services – 2nd state in the country :

After New Delhi, Karnataka is the 2nd state to offer door delivery of government services.  The Karnataka model will be more advanced.

This scheme if implemented will generate around 4500 jobs.  The ‘Sevasindhu’ is planning to hire atleast 4500 mobile assistants.

A  service fee of Rs.110 will be charged by the mobile assistants for each successful application submission.  An e-receipt will be issued for fees and facilitation fee.  The application is electronically transferred to department concerned.

Sub-urban rail gets Rs.6700 crore push from government during Lok Sabha 2019 poll year.

The Central government of India has announced biggest concession towards the coalition led government in Karnataka.  Land worth Rs. 6700 crore was given virtually free for the suburban rail project.

The Rail minister announced that the project will be ready within six years from the date of commissioning.

More than 9 lakh people are estimated to use the sub-urban rail in the city by 2025 every day. The study was conducted by the Rail India Technical and Economic service.

Sub-urban rail project at Bengluru :

Commuter rail also called suburban rail is a passenger rail transport service that primarily operates between a city centre and middle to outer suburbs. 

This may be beyond 15 km (10 miles) and commuter towns or other locations that draw large numbers of commuters—people who travel on a daily basis.

In a joint press conference alongside Chief Minister Kumaraswamy, Piyush Goyal said the long awaited sub-urban rail network which connects 82 stations spread over 160 km costing Rs.23,000 crore will be completed in six years.

Sub-urban rail – Piyush chawla:

Indian Railway minister Piyush Chawla announced this surprise after he had a meeting with Chief Minister H.D. Kumaraswamy.

Previously the Railway Board had rejected the State Governments condition that the railway land be given to the state on lease at a cost  of Re.1  per acre for sub-urban rail project. 

The state officials had said that the railway officials had agreed for the land lease previously at a nominal rate of Re.1/- per acre.

The Railway Minister’s gesture will give a positive image to the BJP party after the audio-gate scandal in the State.    The Railway Ministry is sharing half of the cost of sub-urban rail project and also providing land free of cost.

The 160 km of rail tracks will primarily cover four corridors :

  1.  Kengeri – Benglauru cantonment – Whitefiled route
  2. Bengaluru City – Yelahanka – Rajankunti
  3. Nelamangala – Mathikere – Biyyappanahalli
  4. Heelalige – Yelahanka – Devanahalli near the airport.

Tokyo-Bengaluru flight will be a reality.  There will be a non-stop daily service between Tokyo (Narita) and Bengaluru from March 2020.  There are no direct flights to Tokyo from any south Indian city.

Japan Airlines Ltd. – Tokyo-Bengaluru flight :

JAL (Japan Airlines Ltd) at present has direct flights to Tokyo from New Delhi.  It is planning to operate flights on Tokyo-Bengaluru route daily.

The Tokyo Bengaluru flight will be leaving Tokyo city at 6.25 AM and reach Bengaluru City at 12.05 AM on the next day.  In return it will leave Bengaluru city at 2.45AM and reach Tokyo city at 2.55 PM.

Reasons :– Tokyo – Bengaluru flight:

The IT industry is thriving in Bengaluru.  The city is called as the silicon valley of India.  All global corporations which are focusing in Telecommunications, biotechnology, Information technology and automobiles are based in Namma Bengaluru.

The launch of direct Tokyo-Bengaluru flight provide a direct route to customers from North America an option to travel to the city.

Reaction – Tokyo-Benglauru flight – Consul general:

The consul general of Japan in Bengaluru city Takayaki Kitagawa informed the Chief Minister of Karnataka about the operations. 

According to Mr.Kitagawa, “launch of non-stop Tokyo-Bengaluru flights will herald a new era of more strengthened economic relation between Karnataka and Japan.  With this development not only will tourism flourish in Karnataka and Japan but also many new ventures will be established, thereby creating lots of new opportunities”.

Government of Karnataka :

The Chief Minister of Karnataka Kumaraswamy said a land of 519.55 acres has been earmarked for Japanese industries in the Vasanthanarasapura Industrial area at Tumakuru.

This Chennai-Bengaluru industrial corridor will be a prominent industrial township.

Budget 2019 – Karnataka state budget

Budget 2019 – Karnataka state budget will be presented by the Chief minister Kuamraswamy today in Vidhana soudha.  The Karnataka budget will be presented at around noon today after legislative party meetings by the Congress, JDS and BJP.

Congress meeting before budget 2019 :

The Congress issued a whip requiring all its lawmakers to accept  by directives, failing which they would be disqualified and banned from contesting polls for the next six years.

Congress leader and former chief minister Siddaramaiah also directed four disagreeing Congress lawmakers to attend a Congress Legislature Party meeting today before budget 2019, warning of action as per the anti-defection law.

Kumaraswamy woos rebel leaders with posts before budget 2019:

Karnataka Chief Minister HD Kumaraswamy has tried to attract the rebel congress leaders with prime positions in the government prior to  the Karnataka Budget 2019.

Among the beneficiaries of this move are lawmakers Pratap Gowda Patil, Basaveshwaranagar Daddal and MA Gopalaswamy. While Mr Daddal has been appointed as chairman of the Scheduled Tribes Welfare Board, Mr Gopalaswamy is the new parliamentary secretary to Water Resource Minister DK Shivakumar.

Disgrunted lawmaker Umesh Jadhav — found to be absenting himself from Congress.  He has been replaced by Mr  Patil as the chairman of the Warehouse Corporation.

Congress MLA’s :

The budget 2019 session will be held at 12.32 pm, following legislative party meetings by the Congress, BJP an JDS. Sources said Mr. Jadhav and another dissident, Ramesh Jharkiholi, may be sacked by the Congress today.

As no Congress MLA has resigned from the party so far, the coalition still officially has 118 MLAs in a House with 113 as its halfway mark. Earlier the Congress leadership had exuded confidence that all the party MLAs will be present for the budget 2019.

Will H.D.Kumaraswamy placate the voters with a lot of sops in budget 2019? With an eye on elections, will the chief minister dole out freebies just like the farm loan waivers? If yes, where will he finance all these goodies?

The JD(S) candidate for Ramanagara assembly Mrs. Anitha Kumaraswmay w/o. Chief minister H.D.Kumaraswamy filed papers on 15th October 2018.  H.D.Kumaraswamy accompanied his wife to the Ramanagara Deputy commissioner’s office where she filed her nomination papers.

The by-elections of 3 Lok Sabha and 2 assembly constituencies in the State will  be held on 3rd November 2018 and counting will take place on 6th November 2018.

Shiramagowda of JD(S) filed his nomination from Mandya LS constituency, the traditional strong hold in the vokkaliga community belt in the old Mysuru region.

The Lok Sabha bu-polls were necessitated following the resignations of Yeddyurappa from Shhivamogga, C.s.Puttaraju (JD-S) from Mandya and B.Sriramulu (BJP) from Bellari.  The Ramanagara assembly seat fell vacant as H.D.Kumaraswamy, who won from both, Ramanagara and Chennapatna opted to represent Chennapatna.

The Chief Minister addressed the media and expressed his confidence in winning all the 5 constituencies going to polls on 3rd November 2018.
